Looking Ahead to 2026: Major Projects & Community Impacts

As the Village of Osceola looks ahead to 2026, several large-scale infrastructure, housing, and park projects are planned that will significantly shape the future of the community. These initiatives represent long-term investments in safety, mobility, housing, and quality of life. The projects are outlined below in order of importance and overall community impact.


1. MN DOT Highway 243 Bridge Reconstruction – Late 2026 to 2028

In late fall to early winter of 2026, MnDOT will begin mobilization for the Highway 243 Bridge Reconstruction Project, an approximately 18-month construction effort.

This MnDOT-led project will:

  • Significantly impact daily travel patterns
  • Affect local businesses and residents
  • Require ongoing coordination and communication

The Village will work closely with Main Street Osceola and Explore Osceola to ensure timely and accurate information is shared with business owners, residents, and visitors throughout the project.

A major enhancement included in this project is the addition of a walking and biking trail along the north side of Highway 243 and across the bridge to the NPS Landing, improving connectivity and non-vehicle access in the community.


2. Major Infrastructure Improvements – River Street Reconstruction

In 2026, the Village will undertake a significant infrastructure improvement project on River Street, including full roadway reconstruction and underground utility replacement.

As part of this project:

  • A portion of River Street will be converted to one-way traffic from Third Avenue to Highway 35
  • Apartment and commercial traffic will be redirected away from nearby residential streets
  • Traffic flow, safety, and long-term infrastructure reliability will be improved

This project represents a major investment in the Village’s transportation network and neighborhood livability.


3. Bluff Water Tower Water Main Replacement – Summer 2026

During the summer of 2026, the Village will replace the water main serving the Bluff Water Tower, a critical piece of infrastructure that is over 100 years old.

This work is necessary to ensure long-term reliability of the water system. While construction will be relatively short in duration, residents should expect temporary congestion at the intersection of Highway 35 and Highway 243 for several days during construction.


4. Osceola Bluffs Apartment Project – Groundbreaking March 2026

The Osceola Bluffs Project, a market-rate apartment development, is scheduled to break ground in March 2026 and will involve approximately 14 months of construction.

This development will:

  • Expand housing options
  • Support workforce and population growth
  • Strengthen the Village’s housing market

5. Ridge Road Housing & Connectivity Improvements – CE Wurzer

CE Wurzer will continue construction on market-rate apartments and condominiums on Ridge Road.

Key components of this project include:

  • Two buildings expected to be completed by June 2026
  • Full project completion anticipated in 2027
  • Old Ridge Road will be connected to New Ridge Road, improving internal circulation
  • Old Ridge Road will no longer connect to Highway 35, enhancing safety

Additionally, a new walking and biking trail will be constructed, creating a direct connection between lower downtown Osceola and the Ridge Road business district, improving access and mobility for residents and visitors.


6. Cascade Falls Stairway & Gristmill Park Redesign – Completion May 2026

The Cascade Falls Stairway Project will be completed in May 2026 and includes a comprehensive redesign of Gristmill Park.

Project highlights:

  • Relocation of the Cascade Falls staircase into Gristmill Park
  • The existing staircase landing will remain in its current location but the stairs will be removed.
  • Improved accessibility, safety, and park layout

This project enhances one of Osceola’s most iconic destinations while improving the overall park experience.


7. Gateway Park Improvements – Summer 2026

In the summer of 2026, The newly created Gateway Park will receive:

  • A new playground
  • A walking path
  • A dog park

These improvements expand recreational opportunities and support active lifestyles across all age groups.


8. Village Code Modernization – Zoning Updates

Village staff will continue efforts in 2026 to modernize the Village Code, with a focus on best practices.

These updates aim to:

  • Improve clarity and consistency
  • Support responsible growth
  • Align zoning with current planning standards

9. Transition to Monthly Utility Billing

Beginning in 2026, the Village will transition to monthly utility billing.

This change will:

  • Provide more predictable and stable Village revenue
  • Make household budgeting easier for residents
  • Improve financial transparency and utility management

The Village recognizes that several of these projects will bring temporary disruptions. Staff remains committed to clear communication, coordination with partners, and minimizing impacts where possible, while continuing to invest in Osceola’s long-term success.
